If they are in your Outbox, they have been delivered. If they remain there, they aren't getting picked up. Only the recipient can pick them up, or you can delete them yourself, if you are the sender.

I'm on my phone at work and on my moderator account. I have two messages from you on my admin account. If messages remain in your outbox they are not being picked up.

Hey Chris from TC, check your messages, I've sent a couple this month and suspect you're not picking up or not setup to do so

There is a setting in the User Control Panel for allowing Private Messages. I wonder if Chris has it set right.
