Is the voltage maybe measured to a different ground or B- ?

Are these "resistors" normal resistors? Have the colored stripes on them? If so, is there an extra stripe to indicate the tolerance? Like none = 20% and red = 2% kind of thing. I would think diagnostic equipment would have a tight tolerance using "red" or even tighter if there is such a thing. Just my 2 cents.

I should have explained my question better. The bands on most resistors give a 5% tolerance. My question was/is how far off tolerance do resistors have to be before I see symptoms of degraded performance? Will a 5% resistor cause trouble if it's 1% higher, 10% higher, how "off" spec does it have to be before I can point definitively to it as the cause of the issue I'm chasing. I know in radio, they can be drifted considerably and not really cause problems. Audio is a little more picky. TV more so yet. I haven't done enough test equipment to know.

My theory is that they chose precision levels for a reason. If they chose 5% or better, it's because the value matters there.

I can't find anything wrong with this thing, yet it still doesnt work right. I have changed resistors and caps in the vertical and sync sections, with not one iota of improvement to speak of. Voltages appear to be okay. The vertical output transformer doesn't work like one on a TV would. Voltages on the yoke checks good. There has been discussion about the transformer on videos I've watched. How else would I check the transformer, and would it cause partial vertical deflection? That is the only component I haven't cleared.
